Arizona Liquor Board Members and Terms

The Arizona State Liquor Board (ASLB) operates independently from the Department of Liquor Licenses and Control. Because the Board hears appeals and may overturn or amend decisions made by the Director of the Department of Liquor, it is important that the Board operate as an independent body. The Board is also responsible for conducting hearings when a liquor license application is protested by the public, or if disapproval is recommended by the governing body of a city, town or county or by the Director of the Department of Liquor. The Board has the authority to grant or deny issuance of a liquor license after hearing the arguments of the applicant and the protesting party. Board decisions are based on the provisions of Title 4 (Arizona liquor law).

Members of the ASLB are appointed by the Governor and confirmed by the Senate pursuant to A.R.S. §38-211 and §4-111(B). There are seven members appointed for three-year terms. Each term expires on the third Monday in January. Five of the members cannot be financially interested directly or indirectly in business that is engaged in spirituous liquor. Two members shall currently be engaged in the liquor business, at least one of whom shall currently be a retail licensee or employee of a retail licensee. One member shall be a member of a neighborhood association recognized by a county, city or town.

The members elect a chairman and vice-chairman annually in February. A Board administrator, hired by the Department of Liquor, provides administrative functions and legal assistance.
